Its all b/s, the two of them are referring to the US and China having finalized a trade understanding reached last month in Geneva.
No trade deal with China yet.
Its like that restaurant scene in Seinfeld where the wiat (for a trade deal in the case here) just goes on and on and on, with always the vague promises:
